15lb Weight Curls 10 times

- Depends on what your trying to do. I'm going to assume that your talking about dumbells and not barbells. Low weight, high reps (the 150 3Lb curls) will help build strength, but should not be done in one set. Breaking them into three sets of 50 reps seems more efficient. The 15Lb curls 10 times won't really accomplish much. Doing one set of 10 reps on such a low weight is really dumb, and won't do much to build strengh or mass. Instead, do 8 reps of 20-25Lbs. This will make the muscle (presumably, the bicep) bigger faster than a low intemsity/high rep workout. So if your working to build strength, do the first one. Trying to build mass? Opt for the second.
